Implementation of environmental document obligations in supporting sustainable development: A case study of a state-owned enterprises (BUMN) green building in Cilacap

Abstract

In supporting sustainable development, environmental protection and management are carried out by implementing obligations in environmental document. Since 2015, the supervision data on 2300 businesses/companies by the Ministry of Environment and Forestry shows that 88% did not comply with environmental protection and management efforts. This research aims to evaluate the implementation of its obligations in a green building, which also manifests in sustainable development. With a case study approach on a state-owned green building in Cilacap and direct observation in the field, the results show that the environmental management plan is implemented around 90%, while the environmental monitoring plan is implemented around 65%. The business actor doesn't pay attention to the environmental document and ignores the detailed provisions agreed upon in it. Although, the evaluation of the level of implementation of environmental management and monitoring at the operational stage in green building with the case study is 'good' on the implementation of environmental management and 'quite good' on the implementation of environmental monitoring, there are several recommendations proposed to improve the implementation. One of them is that business actor, government, and the surrounding community need to conduct regular supervision of the implementation of the business plan to fulfill all obligations.
